Scope

This manual outlines standards for accessible routes, entrances, kitchens, bathrooms, and public spaces, aiming to provide equal housing opportunities for individuals with disabilities. The guidelines apply to all newly constructed multi-family housing with four or more units, ensuring these buildings are accessible, adaptable, and barrier-free.
Exception #1: Buildings that were constructed before the enactment of the Fair Housing Act may have different compliance requirements unless they undergo significant renovations.
Exception #2: Smaller residential buildings with fewer than four units or single-family homes are generally exempt from the design standards in this manual.
